CONSTRUCTION MANAGEMENT PLAN ACTIVITIES:

• Develop and oversee the implementation of a project's public involvement strategy. Accomplished in coordination with the Project Development Team using information from internal and external sources.

• Oversee and coordinate the development and implementation of each projects Construction Management Plan (CMP) and Traffic Monitoring Plan (TMP). Designed to address local business and neighborhood concerns with strategies and guidelines to limit the impacts of construction to the greatest extent possible while maintaining project budget and schedule. Accomplished through the use of internal meetings, assignments, collaboration, public meetings and coordination with local jurisdictional partners.

• Monitor CLIENT and contractor activities to assure compliance with CMP and TMP commitments, and verbal commitments to neighborhood and business groups. Requires project tours, meetings with community groups and individuals, attending Project Development Team meetings, and regular contact and coordination with CLIENT Construction Offices.

CONSTRUCTION IMPACTS:

  • Evaluate design and construction staging to determine potential community and jurisdictional issues. Propose revisions or possible mitigation strategies to address potential business, neighborhood and political impacts.

• Consult with the CLIENT project office to identify potential impacts of schedule construction activities. Identify strategies or options to limit or avoid impacts as well as prior notification to affected local residents and other stakeholders.

• Coordinate with construction and maintenance staff to develop verbal and written responses to address complaints and requests for information or investigation. Serve as a consultant and/or facilitator to develop strategies to address urgent problem affecting local businesses and neighborhoods in a timely manner.

PUBLIC INVOLVEMENT ACTIVITIES:

• Serve as a liaison between project teams and local jurisdictions to ensure coordination and compatibility of public involvement efforts.

Facilitate public meetings.
• Make presentations at public meetings and hearings.

• Coordinate development of agendas, public notifications, exhibits and handouts

• Develop plans and strategies with other public involvement staff and consultants. Include the definition of roles and responsibilities and development of a delivery timeline.

• Leadership role in developing agendas, attending meetings, developing meeting summaries, reports, presentations and meeting facilitation for Construction Oversight Committees (COC) and Construction Advisory Committees (COC).

PUBLIC INFORMATION:

• Develop and coordinate distribution of public newsletters, meeting notices, construction notices and monthly project updates.

• Coordinate, prepare and develop information packets and responses to public and political requests for current project information.

• Provide regular status report to the Project Development Team on the public involvement process and status of permit and variance request processes.

• Prepare, or provide information for, regular media notices concerning project status.

• Respond to, or provide information for, media questions regarding project issues.

PERMITS AND AGREEMENTS:

• Schedule and conduct meetings necessary to develop agreements for interagency construction and maintenance agreements.

• Develop draft language and exhibits for Intergovernmental Agreements.

• Develop and coordinate strategies and elements of a public involvement process for securing approval of various permits, variances and design review processes.

• Develop and prepare noise variance applications and supporting documentation.

• Coordinate activities with local jurisdictions, project development team and affected public to identify and address potential obstacles to permit approvals.

OTHER ACTIVITIES:

• As a member of a project team, prepare, monitor and evaluate consultant contracts.

• Consult with and guide work units in public involvement activities such as writing newsletters, developing mailings, permit applications, etc.

• Review, obtain approval and modify requests for film and video activities on CLIENT facilities. Includes development of permit and special provisions coordination with CLIENT and other affected jurisdictions and inspection of activities.

• Provide services to develop “Team Building” strategies. Includes data collection, analysis, skills/issues assessment, strategy/plan development, team leader counseling to develop management and crew level consensus decision making teams.
