  • Kodiak Launch Complex Space Launch Vehicle Noise Monitoring

    R&M Consulting | Anchorage, Alaska
Michael is the Noise Analyst for the measurement and analysis of space launch vehicles noise from the Kodiak Launch Facility as part of a larger environmental study. Michael was tasked with capturing a complete picture of the launches using MM&A’s detailed noise level analyzers. Michael was successful in obtaining complete data sets from each of the last seven launches under this environment contract. The data included the A-weighted Leq, Lmax and Lmin, complete statistical information, the C-weighted Lpeak and detailed (Leq, Lmax and Lmin) unweighted 1/3-octave band noise levels from 12.5 Hz to 20,000 Hz along with high-quality audio recordings of rocket launches. The data was summarized and presented in launch reports along with supporting information.

  • Boardman Bombing Range Complex New Weapons Training Ranges Noise Analysis

Oregon Army National Guard and Mason Bruce and Girard | Boardman, Oregon
The Oregon Military Department (OMD)/Oregon Army National Guard (ORARNG) prepared this Environmental Assessment (EA) to address the potential environmental effects related to the proposed construction and operation of two permanent weapons training ranges and support areas and two portable Convoy Live Fire Ranges (CLFRs) at the Naval Weapons Systems Training Facility, Boardman [also known as the Boardman Bombing Range Complex (BBRC)], located near the city of Boardman, Oregon. The task of MM&A was to project the noise from weapons using the ranges with the Army Statewide Operational Noise Management Plan. MM&A projected the noise levels based on Army Regulation 200-1and the three Land Use Planning Zones (LUPZ) zones for the evaluation of community annoyance (noise zones III (NZ III), II (NZ II) and I (NZ I). Mr. Minor worked closely with the U.S. Army Center for Health Promotion and Preventive Medicine (USACHPPM) on the noise projections and determining potential impacts from the firing of M1 A2/A3 main battle tanks, M2A1/M3A1 Bradley Fighting Vehicles and miscellaneous small arms weapons. Michael Minor authored the noise section of the Environmental assessment and worked to support other disciplines in their work that was related to noise.

  • LRI Landfill BioFuels Renewable Energy Plant

SCS Engineers | Pierce County, Washington
Michael Minor was the lead noise technical expert and performed a detailed noise analysis for a proposed landfill gas (LFG) to energy power plant. Tasks included installation of three semi-permanent noise monitoring systems that were used to establish the existing conditions and locate sites for compliance noise monitoring was the project was installed and running. Michael performed a detailed noise analysis and predicted noise levels at several nearby residences, worked closely with the project design team to develop an installation that could meet the stringent Pierce County noise control regulations. Michael also provided a building certification as required by Pierce County Ordinance.

  • Power Resource Cooperative Coffin Butte Electrical Power Plant, Corvallis Oregon

Pacific Northwest Generating Cooperative | Portland, Oregon
Performed compliance noise monitoring for the Coffin Butte Electrical Plant, just north of Corvallis, Oregon. Performed initial noise testing prior to facility installation, monitored noise after initial start-up, and performed supporting noise measurements whenever a new generator was brought online. Measured levels at the facility and also at nearby residences to verify that operations of the facility meet state noise control regulations.

  • Interstate 5 Bridge Rehabilitation Project

Oregon Department of Transportation | Portland, Oregon
MM&A performed 24-hour, continuous construction noise monitoring at three different hotels during the painting and repair to the Interstate 5 bridge. We performed ambient noise monitoring, calculated reduction factors for the neighborhood and determined optimal sound level meter placement for noise monitoring. Made weekly reports and analysis of data, attended public meetings, and conducted a workshop on sound level meter care and operation.

  • St. Johns Bridge Rehabilitation Project

Oregon Department of Transportation | Portland, Oregon
MM&A performed 24-hour, continuous construction noise monitoring in three established residential areas during the rehabilitation of the St. Johns Bridge. Prior to construction we also performed ambient noise monitoring, calculated reduction factors for the neighborhood and determined optimal sound level meter placement for noise monitoring. MM&A worked with ODOT to obtain a noise variance from the City of Portland for nighttime construction activities. We made weekly reports and analysis of data, attended public meetings, and conducted a workshop on sound level meter care and operation. We also met with affected residences and assisted with noise mitigation measures to assure compliance with the noise variance.

  • Sellwood Bridge Replacement Project

    Multnomah County | Portland, Oregon
MM&A performed 24-hour, continuous construction noise and vibration monitoring at four different sites during the Sellwood Bridge Replacement Project. We performed ambient noise monitoring, calculated reduction factors for the neighborhood and determined optimal sound level meter placement for noise monitoring. Made weekly reports and analyses of data, attended public meetings, and conducted a workshop on sound level meter care and operation. The rendering of the new bridge below is from the project web site at sellwoodbridge.org.

  • Ross Island Bridge

Oregon Department of Transportation | Portland, Oregon
MM&A performed 24-hour, continuous construction noise monitoring at six different residences, relocating the noise meters based on construction activities, for the construction and upgrades to the Ross Island Bridge. We performed ambient noise monitoring, calculated reduction factors for the neighborhood and determined optimal sound level meter placement for noise monitoring. MM&A also worked with ODOT to obtain a noise variance from the City of Portland for nighttime construction activities. Made weekly reports and analysis of data, attended public meetings, and conducted a workshop on sound level meter care and operation. We also met with affected residences and assisted with noise mitigation measures to assure compliance with the noise variance.

  • Hawthorne Bridge

    Multnomah County | Portland, Oregon
MM&A performed 24-hour, continuous construction noise monitoring during the painting and repair to the Hawthorne bridge. We performed ambient noise monitoring, made weekly reports and analysis of data and attended public meetings.

  • Oregon Bridge Delivery Partners Projects

    Oregon Department of Transportation
MM&A worked on eleven of the Oregon Bridge Deliver Partners (OBDP). Our work allowed the replacement or rehabilitation of several bridges in the state of Oregon. Some of the bridges analyzed as part of this family of projects include the I-84 Bridge, Irrigon Junction-Hilgard Interchange, the Jumpoff Joe Creek Bridge (north- and southbound) the Beacon Drive Bridge and the South Wolf Creek Bridge, all on Hwy 1. We also worked on the Saginay Road, Brown Creek and Camas Swale Bridges, all associated with Highway 1. MM&A also performed a detailed traffic noise analysis for the replacement of the Riddle Road On-Ramp Structure and a direct access northbound on-ramp from Riddle Road to I-5.
